David is the First Assistant Secretary Defence Trade, Regulation and AUKUS Advanced Capabilities. He is responsible for advancing Australia’s strategic interests through international industry collaboration, defence trade, and innovative approaches to financing defence exports. His responsibilities also include regulating the export of strategic items and knowledge, and leading the acceleration of AUKUS advanced capabilities, with a particular focus on near-term warfighting objectives.
David previously held the role of First Assistant Secretary People Policy and Culture in Defence People Group. In this role, David was responsible for people policy and employment conditions for both Australian Public Service and Australian Defence Force personnel, including cultural reform, indigenous affairs, diversity and inclusion, and learning and development strategies.
Prior to Defence, David worked in the Department of Home Affairs across several areas including identity and biometrics, and major procurement for Regional Processing Centres in Papua New Guinea and Nauru.
David spent a number of years with the Department of Foreign Affairs and Trade, which included postings to Washington D.C. and Bangkok.
David also has extensive private sector experience, having worked for multinational companies such as Fujitsu, PA Consulting and Accenture to deliver change and project management outcomes.
David holds an Executive MBA from the Australian Graduate School of Management, University of New South Wales, a Masters in Security Policy Studies from George Washington University in the United States, and a Bachelor of Arts from the Australian National University in Canberra.
